When to use this renewal playbook
- Your foreign facility manufactures, processes, packs, or holds human or animal food for consumption in the United States and already has an FDA Food Facility Registration.
- Your facility registered or updated its information before October 1, 2026. Registration or an earlier update does not replace the 2026 biennial renewal.
- You need to confirm FDA Industry Systems access, retrieve a registration PIN, correct DUNS information, or coordinate with a U.S. Agent before filing.
- You are changing U.S. Agents after poor communication, a missed deadline, or a lapse in service.
- Your regulatory, operations, or import team needs one checklist covering preparation, filing, confirmation, and post-renewal records.
As of September 22, 2026, the filing window has not opened. The 2026 renewal period begins October 1, 2026 at 12:01 a.m. and closes December 31, 2026 at 11:59 p.m. A registration that is not renewed by the deadline is considered expired and removed from the account. FDA biennial renewal guide
What successful renewal looks like
A successful result is not merely a submitted form. The facility has an electronic renewal confirmation, an accurate DUNS record, a current U.S. Agent, controlled account access, and an internal file showing who reviewed and submitted the information.
- The correct registration was renewed through the Food Facility Registration Module.
- The facility name and physical address match the DUNS record used as the Unique Facility Identifier.
- FDA has completed any required U.S. Agent or authorization verification.
- The renewal confirmation is stored with the registration number, submission date, and current facility record.
- Import, Prior Notice, customs, and FSVP teams have the current registration information they need for 2027 shipments.
2026 renewal workback schedule
| Period | Recommended action | Target result |
|---|---|---|
| September 22 to September 30 | Test account access, retrieve the PIN, verify DUNS data, review facility details, and confirm the U.S. Agent relationship. | A complete renewal packet ready for October 1. |
| October 1 to October 15 | Submit clean renewals that do not require ownership, account, or agent remediation. | Routine filings completed early in the window. |
| October 16 to November 30 | Resolve DUNS mismatches, authorization questions, agent changes, or account recovery. | All confirmations completed before the year-end rush. |
| December 1 to December 15 | Escalate unresolved registrations and verify that every required facility has a confirmation. | No registration remains merely submitted or pending without an owner. |
| December 31 at 11:59 p.m. | FDA filing deadline. | Every required registration is renewed and documented. |
Build the renewal packet before October 1
| Item | What to verify | Common failure point |
|---|---|---|
| FDA account access | The responsible employee can sign in to FDA Industry Systems and access the correct registration. | The original account owner left the company or the registration is linked to another account. |
| Registration number and PIN | The record is available and can be linked or managed without creating a duplicate registration. | The team attempts to register again because it cannot find the existing PIN. |
| DUNS number | The legal facility name and physical address match the FDA registration information. | Punctuation, address, company-name, or suite information differs between records. |
| Facility record | Facility details, parent company, trade names, emergency contact, food categories, activities, and owner or operator information remain accurate. | An old address, discontinued trade name, or former employee remains in the record. |
| U.S. Agent | The listed agent has agreed to serve, has current contact information, and will monitor FDA communications. | The agent relationship expired commercially or the listed contact no longer responds. |
| Submission authority | The filer is the owner, operator, agent in charge, or an individual authorized by one of them. | The submission identifies an authorizing individual who does not monitor the verification email. |
The registration record contains operational details beyond the facility address, including trade names, food categories, activities, emergency contacts, ownership information, and the foreign facility's U.S. Agent. FDA registration field instructions
The 2026 food facility registration renewal steps
Step 1: Decide whether each facility needs renewal, cancellation, or a new registration
- Action: Create a site-by-site list of facilities that manufacture, process, pack, or hold food for the U.S. market. Mark each registration as renew, cancel, or re-register.
- Expected outcome: Every physical facility has one defined filing path and one internal owner.
- Planning estimate: 30 to 60 minutes per facility when ownership and site activities are already documented.
- Gotchas: A facility registered or updated before October 1, 2026 still needs renewal during the 2026 window. A change of ownership follows a different path: the former owner must cancel the old registration within 60 calendar days, and the new owner must register under the new ownership. Do not renew the former owner's registration as if nothing changed.
Facilities required to register must renew even when their information has not changed. FDA also distinguishes renewal from a routine update. FDA food facility registration FAQ
Step 2: Secure FDA Industry Systems access without sharing credentials
- Action: Identify the individual who controls the FDA Industry Systems account, sign in, open the Food Facility Registration Module, and confirm that the correct registration is accessible. Retrieve or link the registration using the proper FDA tools if necessary.
- Expected outcome: The authorized filer can open the registration before the filing window begins.
- Planning estimate: 30 minutes when the account and PIN are available. Begin recovery immediately if either is missing.
- Gotchas: Do not create a duplicate registration because the account or PIN is unavailable. Do not share an individual's FDA username and password with employees, consultants, or registrars. Create subaccounts or use FDA's registration-linking controls instead.
Each FIS-FURLS account belongs to the individual who created it. Sharing credentials can allow another party to view, change, link, or cancel registration information. FDA registration security advisory
Step 3: Match the DUNS record to the facility record
- Action: Compare the facility's DUNS record with the legal name and physical address entered in the FDA registration. Resolve differences before submission. Use a separate UFI for each facility that must register.
- Expected outcome: The DUNS number identifies the same facility name and location shown in the FDA record.
- Planning estimate: About 30 minutes for a clean comparison. Allow additional external processing time for a new number or corrections to the DUNS record.
- Gotchas: Do not compare only the DUNS number itself. The associated name and address must also align. Differences involving legal suffixes, translated company names, street formatting, postal codes, or outdated addresses can delay confirmation.
FDA recognizes DUNS as an acceptable Unique Facility Identifier and verifies the facility-specific address associated with the UFI. Renewal confirmation can remain unresolved when the UFI and facility information do not match. The dedicated DUNS and UFI troubleshooting guide covers the correction workflow in more detail.
Step 4: Reconcile every material registration field
- Action: Review the facility name, physical and mailing addresses, parent company, emergency contact, trade names, seasonal operating dates, human and animal food categories, facility activities, inspection statement, owner or operator information, and certification details.
- Expected outcome: A dated change log identifies what remains correct and what must be amended during renewal.
- Planning estimate: One to three hours for a single facility, depending on the number of trade names, products, activities, and organizational changes.
- Gotchas: Do not copy the 2024 record without checking it against current operations. Pay particular attention to former employees, changed parent companies, new product categories, seasonal operations, and facilities that have moved or changed ownership.
A disciplined review matters because FDA uses registration information to identify the facility and its activities. The renewal process allows edits to applicable sections, but completing an update outside the renewal workflow does not satisfy the biennial requirement.
Step 5: Confirm the U.S. Agent and submission authority
- Action: Verify that the named U.S. Agent has affirmatively agreed to serve and that its name, address, phone number, and email are current. If someone other than the owner, operator, or agent in charge will file, document who authorized that person to submit.
- Expected outcome: The agent and authorizing individual are ready to respond to FDA verification messages without delay.
- Planning estimate: One business day for routine coordination. Start earlier when replacing an agent or locating an authorizing executive.
- Gotchas: FDA generally does not re-verify an unchanged U.S. Agent that it previously verified for the facility. A new or updated agent can trigger verification. FDA provides 30 calendar days for a required response; an unanswered verification request can cause the submission to be removed, requiring a new submission.
Add @fda.gov and @fda.hhs.gov to safe-sender lists, and assign a person to monitor the relevant inboxes. FDA ordinarily verifies U.S. Agent acceptance by email and can also verify the authority of a third-party filer. FDA food facility registration guidance
Step 6: Submit the renewal through the correct FDA workflow
- Action: On or after October 1, sign in to FDA Industry Systems, open the FURLS Food Facility Registration Module, select the biennial renewal function, choose the correct registration, review the available fields, complete the certification, and submit.
- Expected outcome: The correct facility has a recorded 2026 renewal submission rather than only an information update.
- Planning estimate: 20 to 45 minutes for a clean record after the preflight work is complete.
- Gotchas: Renewal and update are different functions. Do not assume that a change submitted earlier in 2026 satisfies renewal. Confirm the registration number and facility address before final submission when managing several sites.
The FDA portal displays registrations available for renewal and then presents the registration review screen. Only submit after reconciling the displayed information with the approved renewal packet.
Step 7: Clear verification and obtain the renewal confirmation
- Action: Monitor the facility, authorizing individual, and U.S. Agent inboxes after submission. Respond to verification requests and resolve any UFI or facility-data questions.
- Expected outcome: FDA provides an electronic confirmation of registration renewal.
- Planning estimate: A clean electronic filing can be completed promptly, but external verification can extend the timeline. Check the filing within one business day and continue monitoring until confirmed.
- Gotchas: A submission receipt is not a substitute for completed confirmation when verification remains pending. If a required U.S. Agent or authorization response is not received within 30 calendar days, FDA can remove the submission and require a new one.
Do not close the internal task merely because the filer clicked submit. Close it when the confirmation is available and stored.
Step 8: Close the audit file and reconnect downstream import workflows
- Action: Save the confirmation, submission date, registration number, approved facility record, DUNS evidence, U.S. Agent contact, and name of the filer. Notify the teams responsible for Prior Notice, customs entry, FSVP, and shipment scheduling.
- Expected outcome: The organization can demonstrate renewal internally and use the correct registration information for 2027 import activity.
- Planning estimate: 30 to 60 minutes per facility.
- Gotchas: Food facility renewal does not complete Prior Notice for shipments, establish an FSVP importer, or renew the commercial agreement with a U.S. Agent. FDA also does not issue official food facility registration certificates, and a registration number does not indicate product or facility approval.
FDA assigns a registration number to confirm registration, not to approve or endorse the facility or its products. FDA guidance on registration fees and certificates
Choose who should own the renewal
| Operating situation | Practical filing choice | Why |
|---|---|---|
| An experienced regulatory manager controls the FDA account, the DUNS record matches, and the U.S. Agent relationship is stable. | Self-managed renewal is usually reasonable. | The work is a controlled administrative filing rather than a remediation project. |
| No dedicated U.S. regulatory employee, unclear account ownership, or a first-time biennial renewal. | Managed filing support reduces operational friction. | The work depends on access, data reconciliation, authorization, and follow-through, not just form entry. |
| The existing U.S. Agent is unresponsive or previously missed a renewal or FDA communication. | Replace the agent before treating the filing as routine. | An unresolved agent relationship can delay verification and leave future FDA communications without a reliable owner. |
| Shipments are seasonal, already scheduled, or expected early in 2027. | File near the beginning of October. | Early filing leaves time to fix DUNS, account, and agent issues before they affect shipment timing. |
FDA Entry Point is the best fit when
- The foreign manufacturer wants food facility renewal and U.S. Agent responsibilities managed through one accountable relationship.
- The internal compliance lead is stretched across several markets and does not want to troubleshoot FURLS, DUNS, and agent coordination under deadline pressure.
- The facility also needs Prior Notice, food label review, renewal tracking, or active handling of FDA correspondence.
- The current provider only forwards messages and does not help resolve registration or import-compliance problems.
FDA Entry Point is not a fit when
- The facility has a mature U.S. regulatory team, controlled FDA account access, a verified DUNS record, and no need for filing or deadline support.
- The buyer needs only the lowest-cost clerical submission and intends to manage all follow-up, agent coordination, and adjacent import obligations internally.
FDA does not charge a government fee for food facility registration or renewal, and it does not require facilities to hire a third-party registrar. Service-provider charges pay for filing work, U.S. Agent coverage, deadline control, and related support. As of September 22, 2026, FDA Entry Point lists food facility registration at $249 and U.S. Agent service at $295 per year as separate services. FDA Entry Point pricing

Frequently asked questions
Can a foreign food facility submit its 2026 renewal before October 1?
No. The 2026 biennial renewal window opens October 1, 2026 and closes December 31, 2026. Preparation should begin before October, but the renewal itself must be completed through the biennial renewal function after the window opens. Testing account access, checking the PIN, matching DUNS information, and confirming the U.S. Agent are the highest-value tasks before October 1.
Does a facility registered earlier in 2026 still have to renew?
Yes, a facility registered before October 1, 2026 must complete the biennial renewal by December 31, 2026. The same rule applies when the facility updated its registration earlier in the year. FDA treats initial registration, routine updates, and biennial renewal as separate actions.
Does renewing the food facility registration also renew the U.S. Agent service?
No. FDA registration renewal and the commercial U.S. Agent relationship are separate. The renewal must contain a valid U.S. Agent for a foreign facility, but submitting the FDA renewal does not extend an expired service agreement or require an unresponsive provider to continue serving. Confirm the relationship directly before filing. The distinction is explained in Renewing Your Registration Does Not Renew Your U.S. Agent.
What should we do if our previous provider missed the last renewal?
A registration that already expired is not a routine 2026 renewal. Confirm the registration's current status and prepare a new registration submission if FDA canceled it after the missed deadline. The previous U.S. Agent no longer serves as the registered agent once the underlying registration is canceled. Foreign manufacturers replacing an unresponsive provider can use the U.S. Agent switching guide to organize the transition.
What happens if the December 31, 2026 deadline is missed?
The registration is considered expired and FDA removes it from the account. FDA guidance explains that food from an unregistered foreign facility can be held at the port and cannot be delivered to the importer, owner, or ultimate consignee until the facility is properly registered and the correct registration number is supplied in Prior Notice. This turns an administrative miss into an immediate shipment risk.
Does food facility renewal cover Prior Notice or FSVP?
No. Food facility registration identifies the facility, Prior Notice applies to food shipments entering the United States, and FSVP assigns importer-side supplier-verification responsibilities. A company can complete its biennial renewal and still have a shipment problem if Prior Notice or FSVP requirements are not handled separately. The workflows should share accurate facility data, but one filing does not replace the others.
